Tonight, the freshmen hit CW series, The Flash is all new. In this week’s new episode the Scarlet Speedster faces off against Blackout, a metahuman who can control electricity. That is not all. This week’s episode features a second and more familiar villain. Arrow’s The Clock King (Robert Kemper) is crossing over to Central City. The Clock King has a long history in DC Comics, facing off against Batman and also serving as member of the Suicide Squad.
The official plot synopsis for tonight’s all new episode of The Flash, titled “Power Outage,” reads:
“The Flash battles Farooq (aka Blackout), a metahuman who can harness electricity. During their fight, Farooq siphons all of the Flash's electricity, which zaps him of his speed. Meanwhile, Tockman leads a coup inside the Central City police department and takes several people hostage, including Joe and Iris.”

This week’s episode features the crossover villain, William Tockman, A.K.A. The Clock King, from The Arrow. Andrew Kreisberg, executive producer of both Arrow and The Flash, recently spoke to reporters about the crossover (via TV Line):
“We wanted to give Barry a real challenge… TWO bad guys! [Barry will be] fighting both a new enemy and one of our scariest and most successful Arrow villains in The Clock King.”
Next week The Flash will crossover with The Green Arrow himself, in a special two part, two show event.
