Yes, there are rumors about CM Punk's apparent retirement. No there is no official word from either Punk or the WWE regarding his status. After close friend and ex-girlfriend Natalie Slater outed Punk in an op-ed piece for Chicago publication RedEye, fans and critics alike began loudly speculating the veracity of Slater's claim. Even Stone Cold Steve Austin had an opinion regarding the scandal.
CM Punk hasn't appeared at a WWE event since January. He hasn't spoken publicly about his absence either. Natalie Slater, a close friend who used to date Punk recently wrote a piece for Chicago's RedEye claiming her friend (unnamed in the article) was indeed retiring from professional wrestling.

Since the piece was published there has been a ton of armchair philosophizing, and no small amount of hateful comments directed both at Punk and Slater (via Bleacher Report):
"Of course, this incident from WrestleMania weekend shows that it doesn't take a lot for some wrestling fans to stampede over the line... Her tweets quoting some of the negative feedback kind of say as much... There's a pattern of her being referred to as 'jealous' and that one derogatory 'c-word' that's used towards women. One commenter also told her to perform a certain sex act on him."
Others are exhorting Punk to simply make a statement to clear up all the confusion (via Cageside Seats):
"This should go without saying, but don't stalk CM Punk... He's a celebrity, yes, but he's also a person who deserves basic human decency and he's certainly entitled to his privacy and you shouldn't violate that... With that said, I believe Punk would help his cause by simply releasing a statement himself that makes clear his career intentions. He doesn't have to and, to be clear, he shouldn't have to. People should, as he put, just leave him alone and let him live out his days however he sees fit."
Even Stone Cold spoke up about CM's absence from the ring when he appeared on Arsenio Hall's show recently.
