There is speculation that the Packers would rather be safe than sorry in the quarterback slot this year. After Aaron Rodgers' collarbone injury last season, it couldn't hurt to have a plan C. While it's more common to have two QB's on the payroll, it's not unheard of to dig a deeper well in case of injury.
Green Bay relied for years on Brett Favre's agility and toughness, but he was a one of a kind player (via NBC Sports):
"It's possible the Packers were working out the three quarterbacks with an eye on being prepared in case a passer needed to be added at a moment's notice. Such workouts are not uncommon."
It's probably a good idea to have a few extra backups in case the worst should happen (via ESPN):
"Note: It's the first time since 2008 that general manager Ted Thompson has kept three quarterbacks coming out of training camp. Think Rodgers' collarbone injury last season had something to do with that?"
Finishing first in a relatively weak division is not enough. If they could upset San Francisco or Seattle this year, the Packers could shake up the playoff picture.
